will be the creation of a new Suez canal parallel to the current channel<\/span><\/em><\/strong>\u2019 said Mohab Mamish, the chairman of the Suez Canal Authority, in a <a href=\"http:\/\/www.theguardian.com\/world\/2014\/aug\/05\/egypt-build-new-suez-canal\">televised speech<\/a>.\u201d <\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"text-align: justify;\">viewed August 13, 2014.&nbsp;<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"text-align: justify;\">This is ominous news. Expected to double the capacity of the Suez Canal, the expansion is sure to have a diverse range of effects, at local and regional scales, on both the biological diversity and the ecosystem goods and services of the Mediterranean Sea. Of nearly seven hundred multicellular <strong><span style=\"color: #008000;\">non-indigenous species (NIS)<\/span><\/strong> currently recognized from the Mediterranean Sea, fully half were introduced through the Suez Canal since 1869 (Galil et al. 2014). <\/span><span style=\"font-size: 12pt;\"><span style=\"text-align: justify;\"><span style=\"color: #008000;\"><strong>This is one of the most potent mechanism and corridors for invasions by marine species known in the world.<\/strong> <\/span>Further molecular methods demonstrate high levels ogf gene flow beteween the Red Sea and the Med &nbsp;populations (Golani and Ritte 1999); Hassanet al. 2003; Bariche and Bernardi 2009). &nbsp; &nbsp;<\/span><\/span><\/p>\n<\/div>\n<div class=\"Fulltext\">\n<p class=\"Para\" style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Most of the NIS introduced via the Suez Canal have established thriving populations along the Levant, from Libya to Greece, and several spread in the Western Mediterranean. The individual and cumulative impacts of these NIS adversely affect the conservation status of particular species and critical habitats, as well as the structure and function of ecosystems and the availability of natural resources. <\/span><\/p>\n<figure style=\"width: 901px\" class=\"wp-caption alignright\"><img decoding=\"async\" src=\"http:\/\/www.marinelifephotography.com\/fishes\/trumpetfishes\/fistularia-commersonii.jpg\" alt=\"\" width=\"901\" height=\"601\"><figcaption class=\"wp-caption-text\"><strong><span style=\"font-size: 10pt; color: #008000;\">Fistularia commersonii a lepssian migrant from wikipedia<\/span><\/strong><\/figcaption><\/figure>\n<p class=\"Para\" style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Some species are noxious, poisonous, or venomous and pose clear threats to human health.&nbsp;Significant and often sudden decline of native species, including local population extirpations, have occurred and are occurring concurrent with proliferation of Canal-introduced NIS. Among many examples, the introduced <strong><span style=\"color: #008000;\">goldband goatfish<\/span><\/strong>, <em class=\"EmphasisTypeItalic\">Upeneus moluccensis<\/em> has replaced the native <strong><span style=\"color: #008000;\">red mullet<\/span><\/strong>, <em class=\"EmphasisTypeItalic\">Mullus barbatus<\/em>, in the Levantine fisheries; introduced prawns, though considered a boon by local fishers, have displaced the native prawn, <em class=\"EmphasisTypeItalic\">Melicertus kerathurus<\/em>, which supported a commercial fishery throughout the 1950s and the introduced <strong><span style=\"color: #008000;\">Spiny oyster<\/span><\/strong>, <em class=\"EmphasisTypeItalic\">Spondylus spinosus<\/em>, has completely outcompeted the native congener <em class=\"EmphasisTypeItalic\">S. gaederopus<\/em> off the Israeli coast within a decade of its first record (Galil <cite><a href=\"http:\/\/link.springer.com\/article\/10.1007\/s10530-014-0778-y\/fulltext.html#CR6\">2007<\/a><\/cite>). Local population losses and niche contraction of native species may not induce immediate extirpation, but they augur reduction of genetic diversity, loss of functions, processes, and habitat structure, increase the risk of decline and extinction, and lead to increased biotic homogenization.<\/span><\/p>\n<figure style=\"width: 885px\" class=\"wp-caption alignleft\"><img decoding=\"async\" src=\"https:\/\/encrypted-tbn1.gstatic.com\/images?q=tbn:ANd9GcT_3okxLdoqoVysn3LVIea65yh-sCYEo4hkSimC8ZxTOaaqftWE\" alt=\"\" width=\"885\" height=\"629\"><figcaption class=\"wp-caption-text\"><strong><span style=\"color: #008000; font-size: 10pt;\">Rhopilema nomadica<\/span><\/strong><\/figcaption><\/figure>\n<p class=\"Para\" style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">From an unfortunately long list of examples of NIS that have led to profound environmental, economic, and human-health issues, we cite a few. A scyphozoan jellyfish, <em class=\"EmphasisTypeItalic\">Rhopilema nomadica<\/em>, has since the early 1980s formed huge swarms each summer along the Levantine coast, which adversely affect tourism, fisheries and coastal installations. The annual swarming stops coastal trawling and purse-seine fish catch due to net clogging and inability to sort yield. Jellyfish-blocked water intake pipes interfere with the operation of desalination plants and power plants (<span class=\"ExternalRef\"><a href=\"http:\/\/www.bbc.co.uk\/news\/world-middle-east-14038729\"><span class=\"RefSource\">www.\u200bbbc.\u200bco.\u200buk\/\u200bnews\/\u200bworld-middle-east-14038729<\/span><\/a><\/span>). Based on evidence elsewhere, the impacts of a 180&nbsp;km long swarm of large planktivores on the local food web must be considerable (Boero <cite><a href=\"http:\/\/link.springer.com\/article\/10.1007\/s10530-014-0778-y\/fulltext.html#CR4\">2013<\/a><\/cite>). Last, <em class=\"EmphasisTypeItalic\">Rhopilema<\/em>\u2019s stings result in envenomation effects that may last weeks and even months (Benmeir et al. <cite><a href=\"http:\/\/link.springer.com\/article\/10.1007\/s10530-014-0778-y\/fulltext.html#CR2\">1990<\/a><\/cite>). Its swarms have been recorded as far away as Tunisia (Daly Yahia et al.<cite><a href=\"http:\/\/link.springer.com\/article\/10.1007\/s10530-014-0778-y\/fulltext.html#CR5\">2013<\/a><\/cite>). <\/span><\/p>\n<p class=\"Para\" style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">The recent spread of a <strong><span style=\"color: #008000;\">pufferfish<\/span><\/strong>, <em class=\"EmphasisTypeItalic\">Lagocephalus sceleratus<\/em>, throughout the Levant and westwards to Italy and Tunisia, poses severe health hazards: its internal organs contain tetrodotoxin, a strong paralytic neurotoxin, inducing symptoms ranging from vomiting to respiratory arrest, seizures, coma and death. Between 2005 and 2008, 13 persons were treated for poisoning in Israel alone (Bentur et al. <cite><a href=\"http:\/\/link.springer.com\/article\/10.1007\/s10530-014-0778-y\/fulltext.html#CR3\">2008<\/a><\/cite>). Two herbivorous rabbit fish, <em class=\"EmphasisTypeItalic\">Siganus luridus<\/em> and <em class=\"EmphasisTypeItalic\">S. rivulatus<\/em>, are responsible for an extraordinary shift in the Levantine rocky infralittoral from well-developed native algal assemblages to \u2018barrens\u2019 with a dramatic decline in biogenic habitat complexity, biodiversity and biomass (Sala et al. <cite><a href=\"http:\/\/link.springer.com\/article\/10.1007\/s10530-014-0778-y\/fulltext.html#CR11\">2011<\/a><\/cite>).<\/span><\/p>\n<p class=\"Para\" style=\"text-align: justify;\"><img decoding=\"async\" class=\" alignright\" src=\"https:\/\/upload.wikimedia.org\/wikipedia\/commons\/6\/6e\/SuezCanal-EO.JPG\" alt=\"Canale di Suez\" width=\"330\" height=\"635\"><span style=\"font-size: 12pt;\">Although effects of many NIS have not been evaluated to date, some significant ecological and social consequences are known and the potential reach and magnitude of the cumulative impacts are enormous. The effects of past invasions are continuing to increase, as the ranges of NIS continue to expand through the Mediterranean basin and beyond, since impact is partly a function of occupied area (Parker et al. <cite><a href=\"http:\/\/link.springer.com\/article\/10.1007\/s10530-014-0778-y\/fulltext.html#CR10\">1999<\/a><\/cite>).&nbsp;<strong><span style=\"color: #008000;\">The<\/span> <span style=\"color: #008000;\">United Nations Division for Ocean Affairs and the Law of the Sea (DOALOS)<\/span><\/strong> calls for &#8221; &#8230; <em><span style=\"color: #008000;\">the management of human activities, based on the best understanding of the ecological interactions and processes, so as to ensure that ecosystems\u2019 structures and functions are sustained for the benefit of present and future generations.<\/span><\/em>\u201d (<span class=\"ExternalRef\"><a href=\"http:\/\/www.un.org\/Depts\/los\/ecosystemapproaches\/ecosystem_approaches.htm\"><span class=\"RefSource\">http:\/\/\u200bwww.\u200bun.\u200borg\/\u200bDepts\/\u200blos\/\u200becosystemapproac\u200bhes\/\u200becosystem_\u200bapproaches.\u200bhtm<\/span><\/a><\/span>).<\/span><\/p>\n<p class=\"Para\" style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Signatories to the Convention on Biological Diversity (CBD) are required to \u201c \u2026 <strong><em><span style=\"color: #008000;\">prevent the introduction of, control or eradicate those alien species which threaten ecosystems, habitats or species<\/span><\/em><\/strong>\u201d (Article 8&nbsp;h) and \u201c<strong><em><span style=\"color: #008000;\">In the case of imminent or grave danger or damage, originating under its jurisdiction or control, to biological diversity within the area under jurisdiction of other States or in areas beyond the limits of national jurisdiction, notify immediately the potentially affected States of such danger or damage, as well as initiate action to prevent or minimize such danger or damage<\/span><\/em><\/strong>; (Article 14d) (<span class=\"ExternalRef\"><a href=\"http:\/\/www.cbd.int\/convention\"><span class=\"RefSource\">www.\u200bcbd.\u200bint\/\u200bconvention<\/span><\/a><\/span>, viewed August 13, 2014).&nbsp;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Moreover, the 18th Ordinary Meeting of<\/span> the Contracting Parties to the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean and its Protocols, United Nations Environment Programme (i.e. the \u2018<strong><span style=\"color: #008000;\">Barcelona Convention<\/span><\/strong>\u2019), aimed <strong><span style=\"color: #008000;\">\u201c\u2026 to preserve a healthy Mediterranean that was productive and biologically diverse<\/span><\/strong>\u201d and to that effect discussed definitions of \u2018<strong><span style=\"color: #008000;\">Good Environmental Status\u2019 (GES)<\/span><\/strong> and targets, including \u2018Invasive non-indigenous species introductions are minimized\u2019 and \u2018<strong><span style=\"color: #008000;\">Introduction and spread of NIS linked to human activities are minimized, in particular for potential IAS<\/span><\/strong>\u2019 (UNEP(DEPI)\/MED IG.21\/9, Annex 1, operational objective 2.1, 16 December 2013).&nbsp;Yet, despite these well-meaning international conventions, and a century worth of scientific publications documenting the spread and impact of NIS introduced through the Suez Canal to the Mediterranean Sea\u2014not to mention a vast literature that speaks to the staggering economic, cultural, and environmental impacts of marine NIS around the world\u2014we are faced with a seeming <em class=\"EmphasisTypeItalic\">fait accompli<\/em>.<\/p>\n<p class=\"Para\" style=\"text-align: justify;\">While global trade and shipping are vital to society, the existing international agreements also recognize the urgent need for sustainable practices that minimize unwanted impacts and long term consequences.
