Pertanto non era possibile siglare una dichiarazione congiunta ma un report della presidenz<\/span>a<\/em><\/strong>\u00bb.<\/p>\n<p style=\"text-align: justify;\">Per gli altri Paesi, ha aggiunto, \u00ab<strong><em><span style=\"color: #008000;\">restano obiettivi fermi e forti<\/span><\/em>\u00bb. &#8220;<em><span style=\"color: #008000;\">L&#8217;impegno a implementare l&#8217;accordo di Parigi rimane forte e deciso per tutti i Paesi dell&#8217;Unione europea,<\/span><\/em><\/strong> &#8211; ha spiegato Calenda &#8211; <em><span style=\"color: #008000;\"><strong>si \u00e8 trattato di un dibattito molto costruttivo con gli Usa: non c&#8217;\u00e8 stata alcuna frizione<\/strong><\/span><\/em>&#8220;. Ed ancora: &#8220;<strong><em><span style=\"color: #008000;\">Rispettiamo il fatto che gli Stati Uniti stanno rianalizzando la propria posizione<\/span><\/em><\/strong>&#8220;.<\/p>\n<p style=\"text-align: justify;\">In attesa di lasciarvi alla lettura della dichiarazione finale, vorrei fare delle considerazioni. Questa conferenza si \u00e8 risolta, come da molti era stato preannunciato, &nbsp;in un buco nell&#8217;acqua. All&#8217;apertura dell&#8217;ultimo giorno di lavori dell&#8217;incontro gli attivisti di Greenpeace avevano consegnato ai ministri delle sette grandi potenze mondiali un gigantesco termometro per ricordare ai Paesi &#8221;<strong><em><span style=\"color: #008000;\">quanto fosse importante rispettare gli impegni presi alla conferenza sul clima di Parigi, chiedendo loro di isolare le posizioni negazioniste e anti-scientifiche della nuova amministrazione Trump, rappresentata al tavolo dal segretario di Stato del dipartimento energia Rick Perry<\/span><\/em><\/strong>&#8220;.&nbsp;Il Presidente degli Stati Uniti Donald Trump, come ci si aspettava, ha mantenuto le sue posizioni, fortemente negazionistiche, non appoggiando quanto era stato firmato a Parigi alla COP 21 ovvero di cercare di mantenere l&#8217;aumento della temperatura del pianeta sotto i 2\u00b0C entro il 2020.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #008000; font-size: 14pt;\"><span style=\"font-size: 18pt;\">Il meeting<\/span><br \/>\n<\/span><\/strong>La Riunione Ministeriale del G7 sull\u2019Energia era stata dedicata alla sicurezza energetica, al gas naturale, ed all&#8217;efficienza energetica e tecnologie come driver per la competitivit\u00e0. Il Ministro dello Sviluppo Economico Carlo Calenda aveva aperto i lavori illustrando i principali argomenti in discussione e approfondendo il tema della partnership energetica tra l&#8217;Unione Europea e l&#8217;Africa.<\/p>\n<p style=\"text-align: justify;\">In merito alla sicurezza energetica essa \u00e8 &nbsp;stata analizzata in relazione alla sostenibilit\u00e0 e alla crescita economica globale. Se lo scorso anno si era &nbsp;fatto registrare un sorprendente punto di non ritorno per il carbone, che \u00e8 considerato la pi\u00f9 importante fonte di emissioni di CO<sub>2<\/sub>, con tre dei Paesi del G7 (Canada, Regno Unito, Francia) che avevano annunciato il programma dettagliato di abbandono di questa fonte inquinante, quest\u2019anno sono emerse nuove &nbsp;importanti notizie come la possibile chiusura di centrali &nbsp;a carbone in Europa, la costruzione di oltre 100 nuovi impianti \u00e8 stata cancellata in Cina e in India e, a livello globale,&nbsp; sono stati annunciati avvio nuovi progetti per ridurre del 62% le centrali a carbone. Ma, negli Stati Uniti si aspetta un ritorno alle miniere, promesso da Trump. Il supporto dei minatori di carbone in campagna elettorale &nbsp;aveva infatti portato Trump alla vittoria nelle ex roccaforti democratiche della Pennsylvania e del West Virginia. In realt\u00e0, sembrerebbe che l&#8217;azione di Trump non dovrebbe avere un impatto immediato sul benessere dei minatori, n\u00e9 gli analisti si aspettano un ritorno al carbone come fonte energetica &nbsp;dominante nella produzione di elettricit\u00e0. &nbsp;Anche prima che l&#8217;amministrazione Obama imponesse &nbsp;la famosa &nbsp;moratoria sul carbone, nel mese di gennaio 2016, i produttori di carbone non avevano risentito molto della situazione anche a causa del crollo della domanda interna per il coal a seguito del Clean Power Plan di Obama.<\/p>\n<p style=\"text-align: justify;\">L&#8217;uso del carbone per generare elettricit\u00e0 \u00e8 infatti in declino rispetto a quello del nucleare e del gas naturale che \u00e8 pi\u00f9 economico e pulito, e soprattutto rispetta le normative ambientali vigenti. Trump dovr\u00e0 quindi remare contro varie comunit\u00e0 per accontentare una minoranza.&nbsp;Il suo negazionismo, sulla non credibilit\u00e0 dell&#8217;impatto sulle emissioni in atmosfera, Trump ne ha fatto un cavallo di battaglia, ribattendo che la sua priorit\u00e0 restano i posti di lavoro e negando le teorie della comunit\u00e0 scientifica internazionale. Inoltre affossando il Clean Power di Obama vorrebbe modificare il rate del coal rendendolo nuovamente appetibile.<\/p>\n<p style=\"text-align: justify;\">Questo ha fatto letteralmente arrabbiare molti scienziati statunitensi &nbsp;che hanno alzato i muri contro le posizioni trumpiane. \u201c<strong><em><span style=\"color: #008000;\">The science doesn\u2019t go away, the evidence doesn\u2019t go away, just because you refuse to look at it<\/span><\/em><\/strong>,\u201d ha commentato il Dr Gavin Schmidt,&nbsp; direttore del Nasa Goddard Institute for Space Studies, aggiungendo che pur essendo &nbsp;scienziati con un rapporto di impiego statale le minacce del Presidente non li fermeranno &#8230; &nbsp;\u201c<strong><em><span style=\"color: #008000;\">are not going to suddenly stop what they are doing for some reason<\/span><\/em><\/strong>.\u201d La polemica interna \u00e8 quindi molto viva e non render\u00e0 facile a Trump l\u2019imposizione di molte regole non amate dagli ambientalisti ma non solo.<\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 18pt;\"><strong><span style=\"color: #008000;\">E in Italia?<\/span><\/strong><\/span><br \/>\nMa torniamo alle dichiarazioni in ambito nazionale italiano. Il ministro Calenda &nbsp;ha confermato che c&#8217;\u00e8 la volont\u00e0 di rispettare gli impegni presi alla COP 21 e che l&#8217;Italia far\u00e0 la sua parte. <span style=\"color: #008000;\"><strong>Parole sicuramente apprezzabili ma che cosa vuol dire? <\/strong><\/span>Sebbene molti ambientalisti non siano rimasti contenti, qualcosa si muove con il <strong><span style=\"color: #008000;\">progetto TAP<\/span><\/strong>, il noto Gasdotto Trans-Adriatico (conosciuto con l&#8217;acronimo TAP per Trans-Adriatic Pipeline), volto alla costruzione di una nuova linea che dalla frontiera greco-turca attraverser\u00e0 Grecia e Albania per approdare in Italia, nella provincia di Lecce, permettendo l&#8217;afflusso di gas naturale proveniente dall&#8217;area del Mar Caspio (Azerbaigian) in Italia e quindi in Europa. Secondo il Governo, la TAP trasporter\u00e0 circa 10 miliardi di metri cubi all&#8217;anno di gas naturale, una quantit\u00e0 pari a quella utile per coprire il fabbisogno di 7 milioni di famiglie. Con l&#8217;aggiunta di una terza stazione di compressione il gasdotto sar\u00e0 in grado di duplicare la quantit\u00e0 trasportata a 20 miliardi di metri cubi\/anno, ferme restando tutte le altre sezioni del gasdotto. Tenendo conto che il flusso attuale \u00e8 gi\u00e0 di circa 130 miliardi di metri cubi l\u2019apporto sarebbe sicuramente&nbsp; di importanza strategica. Una volta realizzato, TAP dovrebbe quindi contribuire in maniera significativa al futuro energetico dell&#8217;Europa assumendo un ruolo strategico nella politica energetica comunitaria per garantire la sicurezza e la diversificazione dell&#8217;approvvigionamento energetico in Europa. TAP \u00e8 stato selezionato come Progetto di Interesse Comune, in quanto funzionale all&#8217;apertura del Corridoio Meridionale del Gas, uno dei 12 cosiddetti corridoi energetici, prioritari dall&#8217;Unione europea per il conseguimento degli obiettivi di politica energetica. Tali progetti contribuiranno all&#8217;integrazione dei mercati energetici degli Stati membri, consentendo loro di diversificare le fonti energetiche e ponendo fine all&#8217;isolamento energetico di alcuni di essi.<\/p>\n<p><a href=\"https:\/\/www.ocean4future.org\/savetheocean\/wp-content\/uploads\/2017\/04\/TAP_TANAP_SCP_Schah_Denis.png\"><img decoding=\"async\" class=\"alignnone size-full wp-image-13112\" src=\"https:\/\/www.ocean4future.org\/savetheocean\/wp-content\/uploads\/2017\/04\/TAP_TANAP_SCP_Schah_Denis.png\" alt=\"TAP_TANAP_SCP_Schah_Denis\" width=\"720\" height=\"233\" srcset=\"https:\/\/www.ocean4future.org\/savetheocean\/wp-content\/uploads\/2017\/04\/TAP_TANAP_SCP_Schah_Denis.png 720w, https:\/\/www.ocean4future.org\/savetheocean\/wp-content\/uploads\/2017\/04\/TAP_TANAP_SCP_Schah_Denis-300x97.png 300w\" sizes=\"(max-width: 720px) 100vw, 720px\" \/><\/a><\/p>\n<p>La mappa mostra la posizione del giacimento di gas Shah Deniz, il percorso del South Caucasus Pipeline (SCP), il Trans-Anatolian gas pipeline (TANAP) in costruzione e il Trans Adriatic Pipeline (TAP).<\/p>\n<p style=\"text-align: justify;\">A settembre del 2013, TAP aveva&nbsp;consegnato la documentazione di Valutazione di Impatto Ambientale al Ministero dell&#8217;Ambiente e della Tutela del Territorio e del Mare&nbsp;e a settembre del 2014, dopo l&#8217;integrazione di alcune varianti al progetto, &nbsp;il Ministro dell&#8217;Ambiente e della Tutela del Territorio e del Mare, Gian Luca Galletti, aveva firmato il decreto di compatibilit\u00e0 ambientale, superando il parere negativo espresso dalla Regione Puglia e del Ministero dei Beni Culturali. Il Ministero dell&#8217;Ambiente conferm\u00f2 &nbsp;che il sito migliore per l&#8217;approdo del gasdotto sulle coste salentine era quello di&nbsp; San Foca che risult\u00f2 quello di minor impatto ambientale e paesaggistico, utilizzando una &nbsp;tecnologia detta del micro tunnel che permetter\u00e0 di ridurre al minimo i potenziali impatti sul turismo, sul paesaggio e sull&#8217;ambiente. Il 20 maggio 2015 il Ministro dello Sviluppo Economico Federica Guidi ha firmato il Decreto di Autorizzazione Unica, abilitando la costruzione e l&#8217;esercizio dell&#8217;opera, approvando il progetto e dichiarando altres\u00ec la pubblica utilit\u00e0, indifferibilit\u00e0 e urgenza dell&#8217;infrastruttura, anche ai fini degli espropri. Ad aprile del 2016 TAP ha affidato alla Saipem S.p.a. il contratto di ingegneria, fornitura, costruzione e installazione (EPCI) della sezione offshore del progetto. Il 17 maggio 2016 a Salonicco, alla presenza di Alexis Tsipras, TAP ha celebrato l&#8217;inizio della costruzione dell&#8217;opera. In Italia, il 12 maggio 2016, nel rispetto dei termini, \u00e8 partito &nbsp;il cantiere per la costruzione del gasdotto a Melendugno con data prevista di operativit\u00e0 dell&#8217;infrastruttura entro il 31 dicembre 2020. The Presidency thanks all the Heads of Delegation for the fruitful and constructive discussion and highlights the positive spirit of the meeting that reaffirmed the G7 commitment to move forward together. The Heads of Delegation recalled the principles and exchanged views on the actions set out in the 2014 Rome Initiative for Energy Security, the 2015 Hamburg Initiative for Sustainable Energy Security and the 2016 Kitakyushu Initiative on Energy Security for Global Growth.<\/p>\n<p style=\"text-align: justify;\">In the context of the crisis between Russia and Ukraine, and reaffirming the principles adopted in Rome in 2014, they reiterated that energy should not be used as a means of political coercion nor as a threat to security and that energy disputes should be solved through dialogue based on reciprocity, transparency and continued cooperation. They remain committed to support Ukraine and other countries vulnerable to energy supply disruptions to pursue resilient and fully competitive energy systems. The Heads of Delegation exchanged views on the UNFCCC Paris Agreement and the COP22 in Marrakesh in 2016. The Secretary of Energy of the United States of America informed fellow Ministers and Commissioner that the United States is in the process of reviewing many of its policies and reserves its position on this issue, which will be communicated at a future date. The other Heads of Delegation reaffirmed their commitment towards the implementation of the Paris Agreement to effectively limit the increase in global temperature well below 2\u00b0C above pre-industrial level, to pursue efforts to limit the temperature increase to 1.5\u00b0C, encouraged all Parties to ratify the agreement and reaffirmed their commitment to accelerate the decarbonisation of the energy sector. They also reiterated their commitment to deliver the UN 2030.<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #008000;\">Sustainable Development Goal number 7.<\/span><br \/>\n<\/strong>All Heads of Delegation recognized the key role of the energy transition through the development of new market based clean energy technologies and through non market-distortive support measures. The enhancement of research and development of innovative technologies are crucial for the future, recognizing that economic growth and protecting the environment can and should be achieved simultaneously. They welcomed the housing of the Clean Energy Ministerial (CEM) within the International Energy Agency (IEA) as well as the increased efforts of the IEA in fostering international energy efficiency collaboration. They stressed that continued investment in the energy sector, in particular in quality energy infrastructure, in upstream development, in low emissions and in low carbon technologies and in energy efficiency, remains critically important for ensuring future energy security and mitigating risks to sustainable growth of global economy. They took note of the significant progress achieved during the last three years to strengthen energy security in the context of sustainability and growth. The Heads of Delegation discussed Energy Security, New Energy Drivers, Governing the Energy Transition and Global Issues.<\/p>\n<p><span style=\"color: #008000;\"><a style=\"color: #008000;\" href=\"https:\/\/www.ocean4future.org\/savetheocean\/wp-content\/uploads\/2017\/04\/enrgy-transition1.jpg\"><img decoding=\"async\" class=\"alignnone wp-image-13117\" src=\"https:\/\/www.ocean4future.org\/savetheocean\/wp-content\/uploads\/2017\/04\/enrgy-transition1.jpg\" alt=\"enrgy transition\" width=\"620\" height=\"347\"><\/a><\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #008000;\">ENERGY SECURITY<\/span><br \/>\n<\/strong>Ensuring open, transparent, liquid and secure global markets for energy resources and technologies remains a top priority for the G7. The Heads of Delegation reaffirmed mutual cooperation and continued commitment to diversification, including diverse energy mix, routes and sources of supply, as core elements for energy security and improving the resilience of the energy systems.<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #008000;\">Natural Gas<br \/>\n<\/span><\/strong>While underlining the strategic role of the existing transit routes for gas deliveries to Europe, the Heads of Delegation agreed to continue to promote gas security through the diversification of sources and routes of supply. They welcomed the opening of new pipeline interconnections, new gas supply corridors, and the start of new and future LNG exports, with the aim of increasing market liquidity and diversity, and the management of disruption and emergencies. They also discussed the important role of storage as a component to a secure gas system. They reaffirmed the importance of greater flexibility of commercial clauses in LNG contracts, including relaxing destination clauses, and similar restrictive mechanisms. To this end, they encouraged the sharing of information, on a voluntary basis, of private sector and regulatory best practices. They welcomed the IEA\u2019s study \u201cGlobal Gas Security Review\u201d 2016 and the 2016 IEA Gas Resiliency Assessment of Japan.<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #008000;\">Cybersecurity of the energy sector<br \/>\n<\/span><\/strong>The Heads of Delegation agreed to continue discussions on cybersecurity threats in the electricity and other energy sectors. In addition, they agreed to continue discussions on different concepts of cybersecurity strategies in the energy sector and look forward to the G7 technical workshop which is planned by the Presidency in 2017. The first priority should be the protection of energy networks. Relevant agencies and system operators should explore effective ways to implement collaboration and monitor progress achieved. They reiterated the importance of advancing cooperation with universities, research institutions and the private sector to promote the development of resilient energy systems capable of effective responses to emerging cyber threats in the energy sector.<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #008000;\">Ukraine<\/span><\/strong><br \/>\nUkraine has made significant progress toward increasing the diversity of its energy supply and encouraging energy efficiency, and has taken positive steps on energy reforms. The Heads of Delegation endorsed the new progress report on G7 energy sector support for Ukraine and encouraged Ukraine to take full advantage of the skills, resources, assistance and information about policy best practices provided by the G7 during the last three years. They urged Ukraine to finalize and implement energy reforms, including work on a fully independent energy regulator, Naftogaz Corporate Governance reform, resilience planning, secure gas supplies, stepping up efforts on energy efficiency, and electricity and nuclear safety. They agreed to continue supporting Ukraine in these endeavors. They highlighted the paramount importance of ensuring a high level of nuclear safety, including having a strong and independent nuclear regulatory authority. They urged the Ukrainian government to consider it as a major priority. They encouraged Ukraine to maintain its gas transmission network in good operating condition. To this end, they supported continued cooperation among relevant G7, European and Ukrainian gas TSOs.<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #008000;\">Electricity security and renewable energy integration<br \/>\n<\/span><\/strong>The Heads of Delegation exchanged views on policies and challenges of deploying clean, reliable and affordable energy from all sources in support of the global energy transition and reduction of CO2 emissions. They agreed to address the opportunities and the challenges of integrating variable and decentralized renewable energy resources to ensure a resilient energy system. In the transformation they see great opportunities for modernizing their economies. The Heads of Delegation discussed upgrading market rules, regulation and policy for delivering resilient, smart and clean investment, including capacity mechanisms, interconnections, smart grids, and demand-side management solution. Heads of Delegation agreed that actively engaging consumers in the energy transition is an important action to take.<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #008000;\">Nuclear energy and safety<br \/>\n<\/span><\/strong>The Heads of Delegation reaffirmed the importance of achieving and maintaining the highest levels of nuclear safety, security and non-proliferation. In those countries which opt to use it, nuclear energy contributes to the security of energy supply as base load energy source and provides access to carbon-free energy.<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #008000;\">NEW ENERGY DRIVERS<br \/>\n<\/span><\/strong>Noting the close relationship between energy transition, economic growth, and employment, the Heads of Delegation acknowledged that G7 countries should play a leading role in facilitating investments in secure and sustainable energy including strengthening efforts in energy research and development.<\/p>\n<p><strong><span style=\"color: #008000;\">Energy related employment<\/span><br \/>\n<\/strong>The Heads of Delegation welcomed the G7 technical workshop on March 24 in Rome on the assessment of energy related employment, and agreed on improving existing data collection systems, providing consistent and complete definitions, and quantifying energy jobs across all sectors of the economy, working with relevant international organizations. They exchanged views on how to continue to work cooperatively to understand energy workforce development and to produce better data in the context of the global energy transition.<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #008000;\">Research and Innovation<br \/>\n<\/span><\/strong>The Heads of Delegation discussed Mission Innovation (MI) and Clean Energy Ministerial (CEM) as a strategic initiative to accelerate research, development, and demonstration (RD&amp;D) in clean energy technology areas. The Heads of Delegation considered MI a key tool to support clean growth and the global transition to a low carbon economy. They agreed to continue to encourage collaboration between relevant research laboratories and institutes in line with the 2016 Kitakyushu Initiative. The Heads of Delegation noted that fossil fuels will remain a part of the global energy mix for some time and agreed to continue to progressively reduce their greenhouse gas (GHG) emissions. In this context, they encouraged countries which opt to make use of carbon capture, use and storage (CCUS) to collaborate on large-scale demonstration projects and related technologies. They welcomed the progress report on the Second Phase of IEA\u2019s Technology Roadmaps, focused on viable and high impact technologies.<\/p>\n<p><strong><span style=\"color: #008000;\">GOVERNING ENERGY TRANSITION<br \/>\n<\/span><\/strong>The Heads of Delegation exchanged views on new energy technologies, systems and business models required to implement rules and policies that effectively address horizontal issues across the energy sector in a holistic way.<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #008000;\">Energy efficiency<\/span><br \/>\n<\/strong>All Heads of Delegation agreed to the key role of energy efficiency as first fuel in the context of progressively reducing emissions across the energy sector. They discussed how to integrate energy efficiency policies in infrastructure planning, rules and financing in order to optimize the future design of networks and supply-side investment choices to strengthen the resilience of energy systems. They agreed, in countries where this issue is relevant, to consider ways to improve how public energy efficiency investments are reflected in public accounting rules in order to better support the development of investment programs including through Public-Private Partnerships. They welcomed the progress of the IEA\u2019s work on energy efficiency and ask the IEA to continue to take forward this work, including on market-based instruments.<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #008000;\">Inefficient Fossil Fuel Subsidies<br \/>\n<\/span><\/strong>The Heads of Delegation reiterated the commitment of phasing out inefficient fossil fuel subsidies that encourage wasteful consumption, and encouraged all countries to do so, by 2025.<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #008000;\">Low-carbonisation of transport<br \/>\n<\/span><\/strong>The Heads of Delegation exchanged their views on increasing the share of alternative fuels and electric mobility. They discussed enabling conditions and frameworks to promote a comprehensive innovation strategy for increasing sustainable and advanced low- and zero-emission fuels, such as CNG, LNG, and electricity across all modes and uses of transport.<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #008000;\">GLOBAL ISSUES<br \/>\n<\/span><\/strong>The Heads of Delegation remained committed to increase international efforts to grant access to affordable, reliable, sustainable and modern energy for all in Africa and developing countries in other regions by addressing energy poverty, increasing electricity access and mobilizing substantial financial resources from private investors, development finance institutions, and multilateral development banks. They recognized the great potential of sustainable, reliable and secure energy access in Africa.
